Notify recipient

It will not alert recipients for "Silent Viruses". However, there are a 
few other things that can be considered "Silent Viruses" and so on. Read 
the docs in MailScanner.conf above the settings for "Silent Viruses" and 
"Non-Forging Viruses". Oh, and "Still Deliver Silent Viruses" too.
