The order was changed in version 4.78.3 (see
<http://www.mailscanner.info/ChangeLog>). Prior to 4.78.3 Spam scanning
was done first. Beginning with 4.78.3 Virus scanning is done first. It
was changed to support the "spam viruses" feature introduced in 4.78.3.
