Check http://wiki.apache.org/spamassassin/AutoWhitelist for more information.  The rule is used to adjust scores based on the prior history of the sender.  Setting it manually would make no sense.  All of that said, I disable the thing.  It is too unreliable with my specific mail flow.  I hear it works great for some.
