Mailscaaner not delivering mails just queuing them

aha - 512MB ram really isn't going to help at all. I bet the things
swapping like mad- vmstat 3 5 will show high swap rates (ie alot more
than zero).

I normally recommend 1GB per CPU core and 5 children per CPU core as a
starting point for optimisasion.

Drop the number of children down to 1 and the number of messages per
batch (Max Unsafe Messages Per Scan) down to 10 in MailScanner.conf

use sa-compile to help with performance.

Go get more RAM - 2GB shouldn't cost much.
