Problem with filename.rules.conf

Hello,
I have a problem with 4.71.10-1. The config file MailScanner.conf has a directive "Filename Rules = %etc-dir%/filename.rules.conf". The rule file is the default one. But MailScanner is still delivering attachment which are normally blocked in "filename.rules.conf".
It is the same problem with "Filetype Rules".
Is someone has an idea to debug this issue ?
The command "MailScanner --lint" do not give any error related to this.
