That is a typical case of misunderstanding the RFC. The RFC would use
MUST here because this rule is in effect the law. So you are not allowed
to do otherwise.

A better case would be where you SHOULD be nice to your neighbors. There
is no law there. So you can ignore it. But it makes sense to get along
fine instead of fighting it out.
