Rules for Send Notices

Look at the README file in the rules dir.  It lists the valid fields.
In a nutshell, the first field is a source/destination indicator such as
From: or To:, not a type definition such as spam:, virus:, etc.  I'm a
few versions back, so maybe Julian's enhanced rule processing since but
I don't think you can do what you're trying to do...
