cannot forward a contact from Outlook

Do you mean which TNEF-related options in MailScanner configuration? If so, 
these are the TNEF settings I see:

Expand TNEF = yes
Use TNEF Contents = replace
Deliver Unparsable TNEF = yes
TNEF Expander = /opt/MailScanner/bin/tnef --maxsize=100000000
TNEF Timeout = 120

I corrected the same problem you are having by changing the "replace" to
"no".
