Txt file considered as program?

No, if i change the command to file -i the file is identifed correctly:

morpheus quarantine # file -i ./20080104/1A48799ACB.89983/msg-2327-60.txt
./20080104/1A48799ACB.89983/msg-2327-60.txt: text/plain; charset=iso-8859-1
