White List Not Working

MailScanner version: 4.66.5
Spamassassin version: 3.2.3


Output from spamassassin --lint:


[22373] warn: config: failed to parse line, skipping, in
"/etc/mail/spamassassin/mailscanner.cf":
/etc/MailScanner/rules/spam.whitelist.rules


I have checked the config in both Mailscanner.conf and
spam.assassin.prefs.conf and the whitelist is pointing to
/etc/MailScanner/rules/spam.whitelist.rules.

Any idea why whitelisting is not working?
