Emails on HOLD not processed and delivered AKA Egg on my face!

Yes but here is what I would really like to do.
Forward it and then delete it. Seems I can only get the delete part to work.

Tried it as rule
forward test at ptera.net delete

and as a rule file
FromOrTo: default forward test at ptera.net
FromOrTo: default delete

But all this has done is delete the message.
Any help?
