raw queue files is definitely bad:-).

Anyway, most (if not all) methods of releasing messages from
quarantine are covered in the wiki... If one has the RFC822 message
file, it is simply a question of how to form the appropriate sendmail
command (or equivalent). That this will be logged as from root or
postmaster is largely immaterial/invisible to the recipient.
