SA-Update Problem

I am having issues when I run SA-Update. I get the following error:

Insecure dependency in open while running with -T switch at /usr/lib/perl/5.8/IO/File.pm line 188.

I have searched and it looks like I am missing a perl module IO::File but when I try to install it in CPAN it says it cannot be found.

Any suggestions?
