MailScanner children hanging on startup when spam.lists.conf file is open by another process

This does indeed seem to be the case. From the vi man page, the "lock" 
configuration variable defaults to on:

        lock [on]
               Attempt to get an exclusive lock on any file being 
edited,  read
               or written.

I guess that would do it :>.
