No Programs allowed

Following the message 2007-May/072991.html
I have this exact problem: e-mails encoded UTF-8 (greek language), are
identified as programs.
My mail server runs on FC7 with the latest Mailscanner, Clamav, postfix
Because I did not understand exactly your solution suggested, can you please
explain:
1. Should I edit the "magic" file and add a new rule or sth else?
2. Which one file is the appropriate? 
	/usr/share/file/magic
	/usr/share/misc/magic
	/usr/share/magic
