block attachment per user

In MailScanner.conf, put
Filename Rules = %rules-dir%/filename.rules

And then in filename.rules file put
To: onedomain.com
FromOrTo: default /etc/MailScanner/filename.rules.conf

And do likewise for Filetype Rules as well.
Should do the trick. No rules ==> Allow anything.
