Rules for my boss

Hi:

 i have two questions to the experts, i hope someone point me in the 
right direction

1.- with mailscanner can make a rule to stop mails above 10Meg but only 
if is the number of recipients is more than 10 ?

2.- can someone point me in the direction or chpater in manual or book ( 
i have it, and read it , but i believe i do not have enough imagination 
to figure out how do this)
