The Message-ID is to uniquely identify that message. Think of it like as a 
social security number. Do you want to declare a person a cheat becuase 
you do not like his/her social security number?

You can give some point to messages that do not set their own Message-ID. 
That is allready part of spamassassin for ages.

Or are you trying to ask something completely differently?
