Approve/Deny outgoing e-mail ?

I know mailscanner can scan outgoing mail (when the user uses the host
as his smtp server). Is there any mechanism in mailscanner to hold an
outgoing message until it is reviewed by an administrator who would
approve/deny the message and then release it?
