which isn't really wise coz if you add the CRM114 rule to a meta rule, 
you'd have to place the rule in a .cf file starting with d_blah.cf.

To have plugin rules readily available to your whole custom SA rule set, 
using a .pre file saves you time figuring out why a meta isn't hitting.
(been there) - hence, good practice: use your myplugins.pre  :-)
