Quarantine from Custom Spam Scanner

Is there any easy way to force (via a customer spam scanner) a message
to be quarantined ?
We have a few instances were we require the message to be quarantined
regardless of the status, and whilst I can think of a few ways to do
this, most mean modifying the mailscanner code.
Is there any way to do this without the above being necessary (ie:
maybe a force quarantine flag ?)
