Yes, take a look at the README and EXAMPLES inside $MAILSCANNER/etc/rules.

Which shouldn't be a problem since SA usually keeps a cache that allows it not
to rescan the same message, just reuse the score.

Not with MS, the rules only work with the From and To headers.
