Strange Missing Mail

An email was sent to our system to three users, but for some reason,
only two of them received the email.
I have attached part of the header below, and also what is seen in
MailWatch.
The only difference I can see between the users is that the first user
has a comma in their name.
I'm wondering if mailscanner is picking this up as a separator.

I'm running version 4.51.5

Has anyone seen this before, or know if it was fixed in a later version?
