I haven't followed this thread from the beginning so:

   1. have you restarted MS after the change ?
   2. do you have a symlink from /etc/mail/spamassassin/mailscanner.cf
      -> /etc/MailScanner/spam.assassin.prefs.conf ?
   3. after restarting MS, do you get any error/warning messages in your
      maillog?
