Phishing whitelist entries not used by MS

I've got a MailScanner/Linux box here that seems to be failing the
'check for safe phishing sites' part of the scan. I clearly created two
entries in my /etc/MailScanner/phishing.safe.sites.conf:
www.domainone.com
www.domaintwo.com
Reloaded MS and sent through a message with an embedded A href tag. The
message went through and got scanned positive for phishing fraud, even
with my two domains listed in the safe sites. Anyone have any ideas why
this is happening?
