block attachment per user

Ok I lookedup some examples from others rules and found it

from: john at domain -1
from: maria at domain -1
to: *gmail.com -1     #allows attach to be send to everything on gmail
to: *@domain -1  #allows attach to be send to my domain
fromorto: default 0
