Custom Job Request

I'd like to know if anyone here could write a message function that 
could query a Geo::IP database or similar and write a custom X-Countries 
header or something similar? Also, maybe by using a ruleset, all 
"incoming" messages (say, To: domain.com) could have a footer saying: 
This message traveled through X,Y and Z countries).
