If you only did this you need to do a windows thing and reboot the 
system. That is rather silly if one can stop and restart services 
manually.

chkconfig is there to tell you how a service should start or stop at 
changing runlevels. But it will not do anything with a service at the 
moment itself.

(The MS manual had this wrong in the past.)
