Best Way to Control Relaying?

I Have No Ip In the Access file - and i am Using SMTP Auth - with SASL.
It is that - When i do check the box in my e-mail setting to ask for
Authentication - its works fine.
But when i uncheck the box, it still do'nt block sending - which it should
!!!
Is there any other way - Sendmail - auto matically starts building the
whitelist ???
