Postfix HOLD method

In my header_checks file I just have the following:-
/^Received:/ HOLD

Then in /etc/Mailscanner/rules/scan.messages.rules I have :-
From:           127.0.0.1       no
FromOrTo:       default         yes

Then in the mailscanner config file :-
Scan Messages = %rules-dir%/scan.messages.rules
