best place to have rules blocking mail to specific recipients from certain senders

Hi everyone,

I need to block some specific (external) senders email from arriving in some recipient mailboxes.   Searching the wiki I came across a stub detailing "Whitelist's and Blacklist's per domain/user in an separate file".

Is this the best place to run the rules I want?
