OT: Logwatch RPM

One more post will apologies to Julian. I rebuilt the RPM and SRPM and posted 
them for now.

This should tide everyone through until we figure out what happened to Kirk and 
the logwatch.org site. Worse case I'll setup a sourceforge project and move 
everything there.
