OT: MailScanner-MRTG config

I just installed it from RPM and I get the error message:
You are seeing this message because your apache install is not
configured correctly for MailScanner-MRTG.
Please ensure that mod_include is loaded by apache
I have a stock RHEL4 install, which appears to have mod_include loaded
by default, so why isn't it working?
Never did understand Apache installs, too damn complicated by half.
