Files stuck in mqueue.in

I just installed 4.57.4-1 running on RHES 3, sendmail 8.13.x (with 
spamassassin) -- First I was getting duplicate
mail messages in mailboxes, and after researching the problem found that 
I should add posix file locking to the Mailscanner.conf file -- this 
seemed to stop the duplicate email problem - suddenly I don't get any 
mail. So I changed the lock to flock, and it didn't make any difference 
-  Is there something I'm missing to get the files out of the mqueue.in?
