Patch to default MailScanner.conf for correct SpamAssassin Lo cal State Dir

Oh yes it is:  See the SA bug I referenced earlier:

'__local_state_dir__/__version__'

where __local_state_dir__ is (on my system at least)
/var/lib/spamassassin.

Look through the  archives, see what I did to test it and replicate it
if you don't believe me.
