Sendmail reject trumps whitelist?

In /etc/mail/sendmail.mc, after FEATURE(`access_db,...:

  FEATURE(`delay_checks',`friend')dnl

and  then, in your /etc/mail/access:

Spam:joe at blogs.example.com	FRIEND

or

Spam:example.com			FRIEND

etc
