webbug replacement ruleset?

I don't think so. That rule is not a ruleset, it just contains what should 
be replaced for the source of the image.
Did the problem exist *before* the new Webbug replacement? If not, than it 
can't be the source of the problem unless Julian changed detection code as 
well (to include images with no size - that's the only possibility). 
Before it replaced just with "MailScannerWebBug", now it replaces with a 
URL. In both cases the original cannot be shown.
