Adding HUGE negative score to whitelisted addresses

SPECIFICS: Debian Sarge, Sendmail  8.13.4-3,
System-wide install of MailScanner 4.51.5-1 with SpamAssassin 3.03.

Gentlefolk,

 	I know that the default scoring for a whitelist rule in 
spam.whitelist.rules is -100.
 	Where would one increase this value? In spam.assassin.prefs.conf? I 
tried adding

score USER_IN_WHITELIST	-1000

 	to spam.assassin.prefs.conf, but "MailScanner --lint" complains that

warning: score set for non-existent rule USER_IN_WHITELIST
