Wouldn't it be easier to ignore %variable% when there is a space anywhere
between the percent signs?

It's because it is allowing %variable% lookups in the output, so that  
you can put things like %org-long-name% in the output.
I'll take a look to see if I can sort this one out for you, I've got  
an idea of how to do it, involving some hairy regexps and s///  
expressions.
