spam.whitelist.rules problem, not working

Set up a ruleset for:

Scan Messages = %rules-dir%/scan.messages.rules

Where /etc/MailScanner/rules/scan.messages.rules contains:

To:	*ept.na.blackberry.net	no
ToOrFrom:	default	yes
