Who does RBL checks - MailScanner or SpamAssassin?

This was removed from SA some versions back, IIRC..

You do not need to change the default score (unless you know what you 
are doing). Also i wouldn't advise scoring a '0' for most RBL rules 
since they scan more than the last received IP/HOP (unlike RBLs which 
will only check the last received IP.. read the man pages for more details).
