Who does RBL checks - MailScanner or SpamAssassin?

A score of '0' will disable the rule.. there is also some place in the
man pages a way to use rules for testing without affecting the final
score (add 0.01 IIRC).. something like T_RULENAME.. Any rule starting
with a __ is a meta and doesn't require a score.
