This is the intended behavio(u)r for MailScanner when restarting (every 
4 hours by default).. see the "Restart Every" parameter in MailScanner.conf

But, if you notice this all the time, then it could be the dreaded 
'tnef' error..

You do not mention version of MS and MTA.. please post more details.
