zip file blocked, but some mails coming

I have blocked all the zip files using the filename.rules.conf. But, few mails, particularly from few senders the mails are not blocked. 
   
  my filename.rules is, 
   
  FromOrTo:       default                         /etc/MailScanner/filename.rules.conf
   
  MY configuration for filename.rules in MailScanner.conf is,
  
Filename Rules = %rules-dir%/filename.rules

  Can someone guide me on what is going wrong in my configuration?
  (I am running MailScanner in whitebox linux)
