I only want one child process but it seems to ignore the max children setting.

Always. Editing mailscanner.conf is the first thing I do after an 
install. It's not a mailscanner locking problem, it's a dovecot locking 
problem in some rare instances (x64, non-linux distros, etc.) that I've 
had to deal with using 1 process, otherwise I get messages either 
delivered twice to the mailbox or being read twice from the mailbox, 
even if there's only one message in the mailbox.
