Update problems with SQLBlackWhiteList.pm and MS

Disabling the timer will make the entries "not" be read until the next timed
MailScanner restart. That could be anywhere from 4 hours to 24 hours or ???

You hope everybody uses it, and
you notice quickly if they don't!!!!
