Set
Delivery Method = queue
in MailScanner.conf and don't run any sendmail queue runners. On a  
Linux system you can achieve this by issuing these 3 commands
	service MailScanner stop
	service MailScanner startin
	check_MailScanner

That won't run "startout" which is the queue runner.
