Is there a way to bypass mailscanner for local users on the
server itself?

In MailScanner.conf theres a setting "Scan Messages" which can be used to
call a ruleset which can not scan for certain email addresses. There's a
nice example just above this setting on how to do this.
HOWEVER you might find that for emails with multiple recipients you might
get unintuitve behaviour and you may need to split the emails up into single
recipients.
