Blocking e-mail with special characters in username

After some checking, mainly RFC2822, it would appear that the apostrophe
(') is legal in the email header although some MUA's do choke on it.
Unless you can concoct some legitimate reason for bouncing the mail,
perhaps just sending it to the bit bucket would be a better solution.
