In that case, it sounds like a configuration issue with
MailScanner more than an init script issue.

You could try passing the "--debug" and(?)/or "--lint" arguments
to MailScanner when it starts up, I guess.

That's very odd.  Are you sure it doesn't stop with just a
"pkill MailScanner"?!  It really only stops with a "-9"?
If so, that would be fairly unusual for a Perl script.
